It was only sold at the Pokemon Center and licensed Pokemon retail shops in Japan, starting in March, 2017, for a very limited time and in very limited quantity. It is made to attach to a mobile phone, but you can attach it to bags, keyrings, luggage, cameras, or any other item that you wish to attach it to. It has a bell inside, so it makes a noise. Made of metal.
