Pokemon Center 2013 Whimsicott Substitute large size plush toy. It was only sold in Japan at the Pokemon Centers, in August, 2013, for a very limited time and in very limited quantity. It was also re-released in very limited quantity in February, 2015, September, 2018, September, 2021, June, 2022 and August, 2023. This is the 2023 version. See the picture with a 16oz. bottle of water for a size comparison (Water NOT included). Made of soft material (polyester).

I have ordered merch from Pokevault, mostly plushies, a few times over the last years. It is difficult to get Pokémon merch here in Germany, because the official Pokémon Centers don’t ship here (or anywhere in Europe except the UK as far as I know). The items I ordered always arrived in top condition and I never had any problems. The plushies also always have the original Pokémon Center tag to prove they are genuine.
