It will only be sold during a special pre-sale in the Japan Pokemon Center Online shop, from June 10, 2017 - August 27, 2017 (The time was extended), in very limited quantity. Only the amount ordered will be made. They will not be sold in the Pokemon Center, Pokemon Online shop, or anywhere else. Made of soft material (polyester).
