It was only available at the Pokemon Centers in Japan in June, 2018, for a very short time and in very limited quantity, during the Pokemon Quest campaign. It has a chain so that you can attach it to bags, keyrings, luggage or any other item that you wish to attach it to. It is made in the Philippines, not China. Made of soft material (polyester).
