This card was a top 3 prize in the 2016 Pokemon Card Gym Tournament Break Battle that was held in Japan from January -February, 2016. Pokemon Card Gym is the new name for the Pokemon Gym Challenge tournament. The card says "Pokemon Card Gym" on the lower right hand corner of the card (in Japanese). Not for sale in any toy stores, Pokemon Center, theme decks, sets, or booster packs.
