Pokemon 2017 Bandai Pokeball Collection Special Set (Version #1). It was only sold during a special online pre-order from the Bandai Japanese website, in April, 2017, for a very limited time. It was not available in the Pokemon Centers or any toy stores. The set comes with 11 different Pokeballs. The Pokeballs can open up and you can put candy inside (or whatever else you would like to put inside). It comes with belt clips so you can clip them on to your belt. It also comes with 1 plastic candy insert so you can use them as a candy dispenser. Comes in a nice box for storage. Made of plastic.
