It was only available inside random booster packs of the 2013 Shiny Collection mini series that was released in February, 2013. Only sold in Japan for a very limited time. The card sparkles with mini holographic images all over the card. This is one of the secret rare random inserts in this series. The odds of getting it were very very low.
