It was part of the "Explore Miyagi" tourism promotion. It was only sold at a very limited number of specialty shops in Miyagi Prefecture, Japan, in July, 2019, for a very limited time and in very limited quantity. The set comes with 6 clips in a matchbook style box. Made of  thin plastic.
